So the LORD scattered them from there over all the earth, and they stopped building the city. That is why it was called Babel —because there the LORD confused the language of the whole world. From there the LORD scattered them over the face of the whole earth. Genesis 11:8-9
God did not cause different religions to occur. He confused the languages and created separate tribes and countries. Now from this disassociation did new cultures, ideas and religions begin? Yes, eventually, down the road. Buddhism started in the 5th Century BC and Islam in 600 AD.
God’s intention would never be to start a new religion, but they got their start as new cultural identities began to develop.
